A straw man argument is a [[Logical Fallacy]] where someone reconstructs a purposefully feeble version of an opponent's argument for the sole purpose of knocking it down. It is a fallacy because it misrepresents the argument and doesn't add anything to the discussion, but may nevertheless persuade feeble-minded spectators.

Argument: Everyone is responsible for software quality and performance.
Straw man argument: So you're saying that we should fire all testers because everyone is a tester now.
