We don't know how the agents of the Prince of Shadows have convinced them-- as far as we know, the Bolt Strike Pillar is a wizard-oriented community in the wilderness. It's a structure where wizards concentrate on magical rituals and experiments to control the weather. As we travel towards the Bolt Strike Pillar, we're assailed by goblins serving one of the villainous icons (probably The Three).
