This is an order of wizards (clad in the cloaks that the order gets its name from) in [[Neverwinter]]'s [[Cloak Tower]], and they were the defacto government before [[Nash Alagondar]]. They chose to support Nasher and the Alagondar government. As far as we know, they are all gone.
